Minnesota (2007, subdivision 3 added 2008) allows state funds to pay for outdoor lighting only if fixtures over 1,800 lumens are cutoff luminaires, illumination is the minimum adequate, and state highway lighting gets a DOT finding that markers or signs will not do. Exempt: emergency and temporary lighting, single-object lighting, systems bought before August 1, 2008, and projects where compliance would raise costs over 15 percent.
