Dripping Springs, Texas
Dripping Springs is a Texas city that in 2014 became the state's first International Dark Sky Community. It adopted an outdoor lighting ordinance in 2000, years before the designation, and its website explains why and invites questions. The city page lists no dedicated viewing site or public star programs, so check with the city before building a trip around it.
