West Virginia has no statewide outdoor lighting or dark-sky statute that we could find. House Bill 2995 (1999) would have added shielding rules and a roughly seven-mile astronomical zone around the Green Bank observatory, but the legislature's record shows it only reached committee referral on February 25, 1999. Some press accounts say it passed; the official record does not show that.
