Vermont's 10 V.S.A. 591 (2005) created a 20-member advisory board to write voluntary outdoor lighting guidelines, due June 30, 2007. They favor full cutoff fixtures and suggest limiting upward light to 2% for luminaires over 3,200 lumens. The law mandates nothing for private owners, so rules depend on town plans and bylaws. DarkSky Vermont reviewed 247 town plans and found most lacked clear lighting policy.
