Virginia requires state agencies to procure shielded outdoor light fixtures for new facilities (with safety/operational waivers available) and separately authorizes, but does not require, local governments to regulate outdoor lighting near certain sensitive facilities. Private and most municipal lighting is not regulated statewide.
