New York law restricts state funds to fully-shielded outdoor lighting fixtures on new or renovated state buildings, with limited exceptions such as low-wattage ornamental roadway lighting; it does not regulate private or municipal lighting statewide. Broader 2025 bills (A4615/S5007) to curb light pollution more widely were introduced but have not been enacted.
