New Hampshire's RSA 9-E (2009) bars state funds from installing or replacing permanent outdoor lights over 1,800 lumens unless they are fully shielded, with exemptions for flags, monuments, and proven safety needs. It also covers utility street lights paid by towns, though a town may waive it. RSA 9-E:3 only encourages local dark-sky ordinances.
