New Hampshire's RSA 9-E:3 states it is state policy to encourage (not require) municipalities to adopt outdoor lighting ordinances that cut energy use, reduce glare, and preserve dark skies. Related chapter provisions restrict state funds to shielded fixtures above 1,800 lumens, but towns are not mandated to act.
