Maryland requires new or replacement outdoor lighting funded with state money on state building grounds to minimize light pollution, glare, and light trespass, using minimum needed illumination, and requires fixtures over 1,800 lumens to be restricted-uplight luminaires. Correctional and federally mandated lighting are exempt, and the rule does not extend to private or local government lighting.
