Hawaii requires state agencies to use fully shielded outdoor light fixtures with a color temperature of 4,000 Kelvin or less on new lamps over 3,000 lumens, and banned new mercury vapor lamps, effective July 1, 2014. The requirement applies only to state agencies and only in counties with more than 100,000 residents, so it mainly covers Honolulu, Hawaii, and Maui counties, protecting observatories on Mauna Kea and Haleakala.
