Hawaii's night sky law (L. 2012, c. 287, effective July 1, 2014) binds state agencies: new outdoor fixtures over 3,000 lumens must be fully shielded and 4,000 kelvin or lower, and new mercury vapor lamps cannot be sold or installed. Exempt: sources of 3,000 lumens or less, emergency, temporary, navigation and historic lighting. It supplements county ordinances and skips counties under 100,000 residents. Shoreline lighting falls under HRS 205A-71.
