Delaware's outdoor lighting law (SB 127, approved July 20, 2005) covers state-funded lighting only. Fixtures over 1,800 lumens must be cutoff luminaires, illumination must be the minimum adequate, and lighting a state highway needs a DOT finding that markers or signs will not do. Exempt: emergency and temporary lighting, aesthetic-only lighting, interstate-standard roads, and retrofits that would force a system redesign.
