Connecticut requires new or replacement outdoor lighting on state building grounds, and lighting for state-funded public buildings, to meet efficiency and shielding standards intended to cut light pollution, and directs the DOT to design highway and roadway lighting to minimize skyglow. These rules apply to state facilities and highways, not private property statewide.
